Is REACH Annex XVII Entry 77 in force for plywood now?
Yes. Entry 77 has been in force across the EU-27 since 6 August 2026, with no grace period and no soft transition tier. Wood-based articles placed on the market—including film-faced plywood—must stay at or below 0.062 mg/m³ formaldehyde on the EN 717-1 chamber test. A CE EN 13986 Declaration of Performance alone does not satisfy Annex XVII.
What is REACH Annex XVII Entry 77?
Entry 77 was added to REACH Annex XVII by Commission Regulation (EU) 2023/1464 of 14 July 2023. It restricts formaldehyde emissions from articles on the EU market: 0.062 mg/m³ for furniture and wood-based articles, and 0.080 mg/m³ for textiles, leather, and polymer-based articles. Film-faced formwork plywood sits in the wood-based category, so 0.062 mg/m³ is the ceiling that matters for EU-bound pour panels.
Is the test method for plywood under REACH EN 717-1 or EN 16516?
ECHA recommends EN 717-1, the 28-day chamber method developed for wood-based panels, and that is the practical document customs expect. EN 16516 is also permitted under Regulation (EU) 2023/1464, but it typically reads higher on the same panel because of chamber loading and air-exchange differences. Near the 0.062 mg/m³ ceiling, method choice can decide pass or fail, so mills shipping under the live rule default to EN 717-1.
Which film-faced grades meet the 0.062 mg/m³ limit under Entry 77?
Phenol-formaldehyde (PF) bonded lines—Vinawood Pro Form, Pro Form Lite, and the HDO range—sit comfortably below the live ceiling because cured PF is a chemically stable thermoset with very low free-formaldehyde release. Core MUF lines such as Form Basic, Form Extra, and Eco Form Plus (EN 636-2) need the latest batch EN 717-1 report before an EU order, or a step up to PF Class 3 where the application allows. A phenolic face film alone does not equal Class 3 core glue, and Consply is commercial Bintangor, not a film-faced pour panel.
What documents are needed for plywood imports into the EU under Entry 77?
On every container request a Declaration of Performance under EN 13986, an EN 717-1 chamber report dated within 12 months from an ISO/IEC 17025 lab showing a result below 0.062 mg/m³, and a signed REACH Annex XVII Entry 77 declaration that references that report. Add EUR.1 when EVFTA preference is claimed, FSC or PEFC chain-of-custody if sustainability claims are made, and an Article 33 SVHC status declaration. The most common early-enforcement hold risk is a missing or out-of-date Annex XVII test report.
Does CE marking under EN 13986 satisfy REACH Annex XVII?
No. CE marking under EN 13986 covers structural and durability performance, and the formaldehyde portion of the DoP still often references the older E1 tier at 0.124 mg/m³. Under the live Entry 77 rule the EN 717-1 chamber result must also clear 0.062 mg/m³, so a panel can be CE-marked at E1 and still fail Annex XVII at customs. Both the DoP and a separate Annex XVII compliance declaration belong on every shipment.
