From scattered supplier PDFs to one filing-ready EUDR pack

Most EU plywood buyers still collect EUDR evidence the hard way. A harvest PDF in one email. A plot screenshot in another. An invoice zip that is already old the day someone forwards it. The folder looks full. Then a compliance person tries to file from it, and the gaps show up.

Vinawood is a Vietnam mill, established in 1992. For an EU plywood shipment we put that evidence in one pack, in Source Verity, instead of leaving it in inboxes. After the named shipment goes out, you get a time-bound link. You review it. You file.

What you get, and what you still file

EUDR is the EU deforestation rule for certain goods, including plywood under HS code 4412. The operator is usually the EU importer who first places those goods on the market. That operator has to check the file, judge the risk, and submit a due diligence statement (DDS) in TRACES, the EU filing system.

The Vinawood pack is the evidence you review before you file. Article 9 is the list of information the regulation asks you to collect. We organize that list. We do not file the statement for you. We do not hand you a TRACES receipt.

Application dates come from Regulation (EU) 2025/2650, Article 38. Confirm the date that applies to you with qualified advisers.

Do not assume every smaller company waits until June 2027. Plywood was already in the older EUTR wood rules, so many wood operators sit on the December 2026 date. The deforestation cutoff is still 31 December 2020. Vietnam is listed as low-risk in Implementing Regulation (EU) 2025/1093. That is country context. It does not vouch a container.

The cores we write about here are plantation-grown acacia, eucalyptus, hevea, and styrax. Call the glue water-resistant, or WBP. Do not treat the panel as a marine product you can sink. We are not naming a mill city on this page.

The six pieces inside the pack

The mill guide says what the regulation asks. The pack is where those answers live together.

Product identity names the sheet, not a CE mark. A Form Basic or Pro Form line still needs HS 4412, quantity, and the in-scope parts. Filling those fields does not turn the pack into a mill certificate.

Harvest origin is plot-level. Species sit next to the map. A Vietnam low-risk badge does not replace that row.

Legality papers help you reach a conclusion. They do not write it for you.

Risk notes stay visible. Passed with notes on a plantation harvest is a documented observation. Not a fail. Not a pass-for-life.

Custody names who issued each record. Filing handoff is the last piece. You still submit.

Plots as a map file, not a screenshot

Plots travel as a map file the EU can read (WGS84 GeoJSON). A plot of 4 hectares or more is drawn as a shape. A smaller plot can be a point. Same rule the mill guide already states. A screenshot of a pin is not geolocation.

A separate deforestation check runs on those shapes against the 31 December 2020 cutoff. That check does not replace plot identity. It does not replace legality papers.

Plantation harvest and replant on land that was already plantation before the cutoff can return passed with notes. The note stays on the record. If you treat that line as an automatic fail, you are reading the pack wrong. If you treat it as a lifetime pass, you are also reading it wrong.

No satellite-vendor names here. No invented hectare counts. No Vinawood plot inventory on this page. Confirm the cutoff and the map rule with qualified advisers before you file.

A simple status for each required paper

Source Verity shows this as an Article 9 matrix. Think of it as a gap map. It is not a TRACES filing. It is not an approval to place goods.

I would rather show a missing harvest paper as still open than hide it behind a green badge. Outstanding items stay visible. A published pack that paints over them is not ready to file from.

Alt→ is allowed when a substitute exists and the reason is written. Deferred needs a real trigger. Empty promises do not belong in that column.

From the plot to your desk

Four steps, in this order.

1. Forest / plantation plot. Harvest and land-use records, issued by the party who produced them.
2. Mill. Production batch, species and volume, inbound log trail. Issuer: Vinawood as the mill.
3. Shipment. Commercial trail, packing, booking. Issuer: the party on that commercial paper.
4. Handoff. The pack published to the named operator. The EU operator is the one who files the DDS.

Issuer means who produced the record. Filer means the EU operator who submits the statement. A mill invoice is not a DDS. A pack publication is not a filing. Vinawood prepares and transfers evidence. Vinawood does not submit the statement.

This trail is why a forwarded zip fails. One step drops. The next email cannot see it. The pack keeps the issuer on the step, so you can see who signed what before you enter TRACES.

Film-faced grades that usually sit on an EU HS 4412 enquiry include Form Basic, Form Extra, Eco Form, and Pro Form. The pack still has to name the actual goods and quantity. A product page is not a plot file.

Italy and other EU buyers who prefer 2500 × 1250 should say so on the enquiry. The pack follows the shipment that was actually produced, not a catalog default.

A first look, then the full shipment pack

Start light. Then go full on a named shipment. Do not treat a first-look pack as shipment-complete.

Prequalification sits before a named shipment. Enough to see whether the mill can support an EU enquiry: the pieces are present, a sample map file is there, the matrix is not empty. Useful when a buyer is still deciding if an HS 4412 enquiry is even possible.

Full Doc is the named shipment. Plot set tied to the volume. The four steps closed. Outstanding items resolved or carried in the open. That is the pack an operator reviews before they type their own EORI, the EU operator number used in TRACES.

What you can copy when you file

The pack can hand you three things you can inspect and adapt:

• The Annex II fields, copied so you can check them
• The map file for the plots in scope
• A prep file you can open and change before you file

That list is not a due diligence statement. It is not a filing on your behalf. It is not Vinawood's operator number used as if it were yours.

Read the disclaimer on the prep screen before anyone copies a field into TRACES. Confirm the application date that applies to your group with qualified advisers. Large and medium operators, and micro and small already under EUTR for HS 4412, look at 30 December 2026. Micro and small not already under EUTR look at 30 June 2027. The cutoff remains 31 December 2020.

A shared link, not another email zip

One pack. Not a hundred forwarded PDFs.

• Time-bound access. Expiry and revoke, so a stale link dies.
• Roles. Who can view. Who can download.
• Published bytes that do not silently change after handoff.
• An audit trail. Who opened what, and when.
• Support for the five-year clock the operator has to keep records. You still keep what the regulation requires. The pack supports that clock. It does not keep it for you.

A zip in an inbox has none of that. The next forward loses the issuer. The next intern overwrites the folder. The pack is the opposite of that habit.

How you get the pack

You do not open a workspace and assemble this yourself. After a named shipment goes out, Vinawood publishes the Full Doc pack and sends the buyer a time-bound link. That link is the handoff. View or download under the roles we set, then use the copyable fields when you file your own DDS.
