Europe's plywood buyers are working with a shorter list of low-cost options this month. The European Commission's definitive anti-dumping duty of up to 86.8% on hardwood plywood from China has been in force since late November 2025, and in 2026 Brussels opened a fresh circumvention probe into the same trade. European birch stays tight into the second half while Nordic capacity ramps slowly, Chinese hardwood ply carries duty and registration risk, and the demand recovery runs uneven across housing types.
